An analysis is made of the types of disturbances that might be responsible for observed variations of interplanetary-scintillation parameters (i.e., the scintillation index and solar wind velocity). It is shown that the disturbance type that dominates is the traveling disturbance of shock-wave type. The possibility of using observations of interplanetary scintillations to predict geomagnetic activity is indicated.
