The use of scintillation-Cerenkov spectrometers (SEZ-1) on the oriented low-apogee satellites Cosmos 208 and 228 made it possible to observe galactic and solar cosmic rays as well as related albedo radiation in a wide time range (from a few minutes to the 11-year cycle). Using the latitude effect of cosmic rays in the geomagnetic field, it was possible to determine the energy spectrum of variations in the range from the threshold energy of the detector (Ep = 100 MeV) to the geomagnetic cutoff threshold energy at the equator (15 GeV). Readings of the instrument are shown to differ significantly in the case of the orientation of its axis toward the zenith and toward the nadir.
