The paper examines Prognoz-3 data on variations of electron intensity (at energies exceeding 30 keV) and proton intensity (at energies of 1-5 MeV) and Mars-7 data on variations of proton intensity (at energies of 1-150 MeV). It is found that intensity variations in the flare of November 3 were conditioned by changes in the structure of the interplanetary medium, i.e., in changes of the magnitude and polarity of the IMF and solar wind velocity.
