Thermal surface emissions have now been detected from about 20 isolated neutron stars, including radio pulsars, radio-quiet neutron stars and magnetars. These detections can potentially provide important information on the interior physics, magnetic fields, and surface composition of neutron stars. Understanding the properties of matter and radiative transfer in strong magnetic fields is essential for the proper interpretation of the observations. We describe several recent (and ongoing) theoretical works carried out at Cornell on modeling magnetized neutron star atmospheres/surface layers and their emergent radiation: (i) Radiative tarnsfer in strong magnetic fields including the effect of vacuum polarization; (ii) The equation of state, polarizibility tensor and opacities of magnetic, partially ionized Hydrogen plasmas; (iii) The first self-consistent magnetic H atmosphere models; (iv) Calculations of He opacities in strong magnetic fields; (v) New calculation of the cohesive energy of condensed matter in strong magnetic fields; (vi) Radiative properties of condensed neutron star surface. (vii) The origin of the spectral features observed in 4 dim isolated neutron stars.
