The equation of anisotropic diffusion is solved for the steady state two-dimensional case with allowance for the generalized tensor of anisotropic diffusion, the Hall effect beyond solar latitudes of + or - 15 deg, and the time lag of phenomena in interplanetary space with respect to phenomena on the sun. It is shown that in order to construct a theoretical model of modulation it is necessary to take into account the fact (1) that modulation conditions are inhomogeneous with respect to solar latitude and change with the solar cycle, and (2) that the change in the sign of the large-scale solar field leads to a change in the distribution of the relative density of cosmic rays. The satisfaction of these conditions makes it possible to obtain the expected amplitudes of the 1-year variation.
