It is shown that the rapid appearance of a region of anomalous
resistance in the magnetosphere results in the generation of VLF waves.
Propagating along the magnetic field, these waves interact with 10-100
keV electrons. The disturbance amplitude is sufficient to induce fast
electron diffusion in the loss cone.
