A theoretical analysis is presented of the formation of small-scale inhomogeneities in the F-region on gradients of disturbances moving relative to the plasma. It is shown that the displacement of large-scale formations relative to the plasma can magnify the intensity of small-scale inhomogeneities of the ambient medium and cause velocity variations in the drift of the small-scale inhomogeneities. These results are discussed in relation to the possibility of electric coupling between the E-region and the F-region.
