A boundary condition for the electric field of a low-frequency Alfven wave at the ionospheric level is derived in the general case, assuming that the ionosphere is horizontally inhomogeneous, that its conductivity is an arbitrary function of time, and that the magnetosphere is also inhomogeneous. It is shown that at sufficiently low frequencies, the boundary condition obtained provides a satisfactory description of both the reflection and generation of directional Alfven waves.
