An analysis of Cosmos-900 data shows a decrease in the frequency of occurrence of electron and ion fluxes with fluctuating energy spectra on low L-shells with an increase in the absolute value of Dst when Dst is less than zero. It is shown that one of the causes of this phenomenon may be an intense nonlinear diffusion of charged-particle fluxes on VLF waves in waveguide channels formed at the plasmasphere boundary. Intensification of the nonlinear particle diffusion into a loss cone is possible in regions with a high plasma concentration.
