The excitation of kinetic Alfven waves by field-aligned currents is
examined on the basis of quasi-linear theory. It is shown that
experimentally observed low-frequency electromagnetic waves with f less
than 2 Hz near homogeneous auroral aracs are kinetic Alfven waves which
are excited at 3 earth radii and above by field-aligned currents.
