In this review we survey recent experimental results including quantum oscillations and complementary measurements that probe the electronic structure of underdoped cuprates, and theoretical proposals to explain these. We consider experimental findings from quantum oscillations in the underdoped cuprates of a small Fermi surface section comprising quasiparticles that obey Fermi Dirac statistics, unaccompanied by other states of comparable or larger thermodynamic mass at the Fermi level. One of the possibilities considered is that these quasiparticles can be understood in terms of a form of small wavevector charge order yielding a nodal Fermi surface pocket, which would also be expected to yield a negative Hall and Seebeck effect in orbitally-quantizing magnetic fields, as experimentally observed. Such a nodal Fermi surface pocket would be consistent with the observation of its sides as 'Fermi arcs' at the nodes by photoemission experiments, the antinodal pseudogap observed by photoemission, optical conductivity, nuclear magnetic resonance Knight shift, as well as other complementary diffraction, transport, and thermodynamic measurements.
