The paper discusses the extinction of the earth's atmosphere at submillimeter wavelengths, caused mainly by water vapor absorption, and the problems encountered in ground-based IR astronomical photometry. Measurements of the effective absorption coefficients in the atmospheric windows at 450, 625, 714 micron and 1 mm regions, relative to that at 350 microns are presented. The extinction law observed with the use of isolation filters is not the simple exponential in air mass Bouguer law, the width of the filters being comparable to that of the windows. The extinction measured without isolation filters also differs from the Bouguer law. Combined observations with and without filters can be used to measure the atmospheric water vapor content. The results obtained are expected to be valid also in the near infrared region.
