A model of the solar wind with a power spectrum of inhomogeneities is used to study the dispersion dependence of the scintillation pattern velocity. The dispersion dependence is obtained for various velocity fine structure models, including for a medium with two characteristic velocities, an extended medium and a medium with an arbitrary velocity distribution. It is shown that the difference in dispersion dependence for Gaussian and power spectra is small.
