An analysis is made of the specific absorption of cosmic radio noise due to pair collisions with neutrals and ions. In particular, an expression is obtained that describes the response of riometric absorption to electron precipitations with allowance for the pair collision rate with ions as a function of ionization. Values of specific absorption are obtained for mean values of the electron precipitation intensities in both low energy (of the order of 1 keV) and high energy (of the order of 10-100 keV) regions.
