A statistical formulation of the radiation-reaction problem proposed by Schutz is generalized to an electromagnetic system in a spatially flat Robertson-Walker universe. A purely retarded behaviour of the radiation is recovered quite naturally contrary to the case predicted by Wheeler and Feynman's absorber theory.An energy loss rate of the system consisting of charged dust particles is calculated directly from the equation of motion. It is found that besides the usual dipole radiation reaction term, there is a term expressing a cosmological inductive transfer of energy. The system loses more energy during the expansion stage of the universe than the contraction stage.
