Non-diurnal E-layer variations were examined using a noon-time centered seven-hour average of the minimum virtual height h'E and the ordinary wave critical frequency [latin small letter f with hook]0E. These averages, , and respectively, were computed for an eight-year period at Washington, D.C. was found to vary with the Zurich sunspot number R in accordance with previous studies. was found to be 101 km for an overhead sun and to increase with R. Variations in indicated a scale height between about 7 and 8 km. had no periodicities. had a strong 27-day periodicity between the maximum and minimum R and a very weak 27-day periodicity during the maximum and minimum RE Non-Chapman variations in and h[combining macron] were uncorrelated.
