A diagram is shown describing particle propagation to a ground-based EAS telescope on Earth from sites of cosmic-ray acceleration. Comments are made about the role of path deflections caused by the interstellar magnetic field, and about the relative importance of telescope collecting power and primary-particle charge resolution. It is concluded that the best choice for a new telescope may prove to be one with about the same collecting power as those now in use, but with greatly improved charge resolution.
