The influence of damping or growth on plane plasma wave propagation is studied analytically under the assumption that the corresponding decrement of damping or increment of growth are small. The general equations are applied to whistler-mode waves propagating parallel to the magnetic field. It is pointed out that unless these waves are in an almost marginally stable state both damping and growth of whistler-mode waves result in an increase of their refractive index. This should be taken into account when studying the propagation of whistler-mode waves at frequencies close to the electron gyrofrequency.
