A new notion of horizon is presented that is general enough to include physically interesting situations previously excluded by the notion of event horizons and at the same time strong enough to show that important properties hold on these horizons. These properties include the zeroth and first law of black hole mechanics. The derivation also sheds some new light on the origin of these laws.
