The behavior of gravitational and electromagnetic perturbations in a radiation-dominated plasma in an isotropic universe is examined. It is shown that there is no interdependence between transverse electromagnetic waves (TEWs) and vector and tensor gravitational perturbations under such conditions. The propagation law of TEWs at the lepton and radiation-dominated stages is determined. It is shown that scalar gravitational perturbations are capable of exciting longitudinal electromagnetic wave fields in a radiation-dominated plasma.
