The capabilities of the Millstone Hill incoherent scatter radars to observe the spatial and temporal structure of the ionospheric densities and temperatures, as well as to infer the dynamics of the ionosphere and thermosphere over a large portion of eastern North America are demonstrated. The effects on the upper atmosphere of major geomagnetic storms which occurred during March and April 1990 are surveyed, and detailed maps of the interrelated parameters which characterize the midlatitude ionosphere are presented. During major storms deep nighttime electron density troughs above and equatorward of Millstone Hill were observed. Neutral meridional winds above Millstone are determined from the radar measurements using the method of Salah and Holt (1974) and the servo model method. The results compare reasonably well with Fabry-Perot measurements taken on six of the nights.
