The microstructure of individual pulsar pulses was simulated within the framework of the amplitude-modulated noise model. It is shown that the time-frequency structure of micropulse emission is explained well by this model. The characteristic microstructure scale defined by the break in the average autocorrelation function is equal to the mean value from a scale distribution. The present model explains the apparent absence of correlation of small-scale structures with tau less than 400 mcs for PSR 0809 + 74 and 1133 + 16 for a 50 kHz frequency offset.
