We report a scaling relation between $\rho_s(0)$ and the product of the
pseudogap temperature $T^{*}$, $\sigma_{\rm DC}$ and $T_c$, with $T^{*}$
rescaled by the maximum transition temperature $T_c^{\max}$, which holds
universally in the entire doping range for the hole-doped cuprates.
