The analysis of the zonal flows observed on Jupiter reveals that their spectrum is E(n) = CZ (Ω/R)^2 n-5, where Ω is the angular velocity, R is the radius, and n is the total wave number for the zonal mean flow. This spectrum for zonal flows was first obtained in our earlier numerical simulations of turbulent flows on the surface of a rotating sphere where the value of the universal constant CZ = 0.3 was established.
