A rule-of-thumb relation has been observed to hold between the mass and
frequency of revolution of a satellite and the mass and frequency of
rotation of the planet it orbits. Predictions made using this relation
for Uranus and its satellites have been found to be exact. New
predictions are presented here for Neptune and its satellites.
