Variations in the electrical parameters of the atmosphere which are apparently linked with sunrise are known generally as the 'sunrise effect'. A mechanism which may give rise to the observed effects is examined. It is pointed out that this mechanism might have an important bearing on the global picture of atmospheric electricity. It is suggested that the fundamental cause of the atmospheric electric sunrise effect is increased ionization in the ionosphere, probably in the D-region, mainly due to X rays and Lyman-alpha radiation which occurs when this region of the upper atmosphere enters sunlight.
