The changes of the intensity and rigidity of cosmic ray variations spectrum with the phase or the 11-year solar cycle are investigated. A high positive connection earlier detected found by the author between the relative rigidity Rr of cosmic rays and the main parameters of sunspots is confirmed, on the basis of which the softening of the cosmic ray energy spectrum at the solar cycle maximum and the hardening in the epoch of minimum are inferred.
