A theory of the equilibrium state of collisionless systems with Coulomb and Newton interactions is worked out. The equilibrium distribution is shown to be a functional of the initial distribution function. Applications to the structure of galaxies and star clusters, as well as to the distribution of trapped electrons in the Bernstein-Green-Kruskal waves in plasmas, are discussed.
