A numerical solution to the quasi-linear equations of cyclotron instability in the radiation belts is used to examine transient processes in VLF-emission spectra in the presence of a constant source of energetic electrons. It is shown that the development phase of the cyclotron instability in the presence of a constant isotropic source is characterized by a growth in the mean emission frequency. The theoretical results are found to agree well with ground-based data on VLF emissions obtained at midlatitudes (Iakutsk).
