A modified traveling-wave method is used to describe the resonant scattering of waves in a periodically irregular (e.g., ionospheric) layer. An analytical solution is obtained for the case of the principal resonance, which makes it possible to study any characteristics of the wave field both inside and outside the layer. Expressions are obtained for the phases of waves reflected from and transmitted through the layer.
