Possible theoretical implications of the redshifting of light passing through rich clusters of galaxies are investigated on the basis of recent theoretical and experimental evidence. An examination of five different samples of galaxies indicates that the classical Hubble modulus is systematically and significantly higher in a region of space where light transits rich clusters than in a region where no important clusters are crossed. Differential expansion of the clusters and photon-energy loss during passage through clusters are considered as possible reasons for this effect, and a 'tired light' model is analyzed which involves photon interactions with light neutral pseudoscalar bosons. It is shown that this interaction mechanism apparently does not conflict with existing evidence, although it is not considered as necessarily correct.
