It is suggested that pulsar glitches and restlessness may be caused by noisiness in the creep rate of vorticity through the neutron superfluid in the crust. The force per unit length exertable by pinning of quantized vortex lines in the crust is estimated from the estimated energy of a vortex core, and a critical relative velocity is obtained for the crust and neutron superfluid at a given point. Some hypotheses are advanced regarding the dynamics of superfluidity in a pulsar, and it is shown that the crustal superfluid may be slowed by a very noisy process of vorticity creep which would result in the observed glitches and crustquakes.
