Surface structures of P/Halley, as seen on processed VEGA images, are discussed. The reality of these large-scale structures is confirmed. Based on the assumption that these surface structures are related to large-scale internal structures, it is concluded that cometary nuclei are grown by accretion of large km-sized building blocks. This implies that processes of cometary accretion (origin) were possible only in the outer regions of the solar system at distances of the present Oort cloud.
