It is shown that the primary mechanism of high-energy (Emu is
greater than 5 TeV) muon production in extensive air showers due to
gamma-rays is the production of muon pairs by shower photons in the
field of a nucleus. This mechanism may help to explain the observed muon
flux in the direction of the gamma-ray source Cygnus X-3.
