A laboratory, optically pumped Cs-beam frequency standard is described. The measured short term stability is sigma y(tau) - 2.2 x 10(exp -12)/tau(exp -1/2) for tau greater than 100 s. The velocity distribution in the atomic beam is verified to be Maxwellian weighted by 1/nu as expected. The main frequency shifts were estimated. There is an unexpected power dependent frequency shift which needs further experiments to be explained.
