The paper analyzes Intercosmos-5 data (obtained in 1971 and 1972) which reveal the existence of fluxes of quasi-trapped protons at L = 3.2 during geomagnetic disturbances. It is shown that the Fermi mechanism of wave-particle interaction can have a considerable effect on the trapped-proton dynamics in the region of the plasmapause when there is a pronounced trough in the cold-plasma distribution. Such conditions appear to occur during magnetic disturbances.
