It is shown that polarizational electric fields arising during ionospheric heating can lead to the local redistribution of plasma in the magnetosphere, i.e., to the formation of whistler ducts. Relative changes in duct density and the time of duct formation are evaluated. In general, duct parameters depend on modulation frequency, the degree of electron heating, the size of the heated region, and the ionospheric and magnetospheric conditions. The time of duct formation is minimal in the case of the maximal expulsion velocity of density disturbances and the minimal lifetime of charged particles in the ionosphere.
