An expression is obtained in the geometrical-optics approximation for the phase of a reflected wave leaving the ionosphere, with allowance for ray-trajectory fluctuations. It is shown that fluctuations of horizontal ray-displacement for small-scale irregularities make an important contribution to the phase fluctuations. The derived formulas can be used to obtain the correct solution to inverse problems concerning the determination of the geometry of ionospheric irregularities.
