The real-time dynamics of the spin-boson model is investigated in the sub-Ohmic regime with numerically exact path integral Monte Carlo methods. In contrast to previous arguments, a transition from coherent to incoherent dynamics is absent for the class of spectral functions $J(\omega) \propto \omega^s$ with powers 0 < s < 1/2. Coherent quantum dynamics associated with substantial entanglement exists even in the parameter domain of strong dissipation where the system reaches asymptotically a localized state.
