Kinetic theory is used to determine the particle density distribution and electric potential near an infinitely long cylinder in the presence of photoelectric emission from its surface. It is assumed that the cylinder is at rest in a rarefied plasma and that the photoelectric emission occurs under the effect of solar radiation. The radius of the plasma is assumed to be large compared with the Debye radius of an unperturbed plasma. The problem is solved under the assumption that the photoelectron density near the body is significantly less than the plasma-particle density.
