An analysis is presented of the generation of small-scale irregularities in the ionospheric plasma under the action of high-power radio waves. It is suggested that the self-focusing of plasma waves leads to plasma stratification, with the formation of thermal irregularities strongly extended along the magnetic field. This self-focusing is analyzed with allowance for both thermal and striction nonlinearities. Striction effects in strong fields produce a decrease in the characteristic scale of the instability and a sharp increase in its increment.
