Simultaneous observations of Doppler frequency shifts and the rate of change of total electron content (TEC) associated with the large magnetic storm of 25 May 1967 suggest that equatorward winds and semi-turbulent mixing of the thermosphere are important mechanisms responsible for the behavior of the disturbed ionosphere. A 2:1 ratio is observed in the frequency shifts of the 10 Mhz and 5 Mhz WWVH signals. This indicates that the cause of the shift is the vertical movement of the layer rather than changes in the ionization profile below the reflection height. The 100 per cent increase in TEC during the first day of the storm is attributed to the equatorial wind which raises the F-layer to higher altitudes where the loss rate is smaller. The 60 per cent depression of TEC on the second day is attributed to the semi-turbulent mixing process of the thermosphere.
