Aircraft and balloon measurements of variations of cosmic-ray fluxes in the stratosphere were performed over Soviet territory during 1975-1981. Observations were made of the vertical proton flux with energies of 350-1000 MeV; the omnidirectional neutron flux with energies of 0.025 eV + 10 MeV; the omnidirectional flux of electrons and protons with Ee greater than 1.3 MeV and Ep greater than 20 MeV; and the vertical electron flux with energies of 50-500 keV. Results indicate the existence of pulsating variations of cosmic-ray fluxes in the stratosphere of the auroral zone with characteristic times of 150-400 sec.
