We report on ACE observations of the evolution of galactic cosmic ray element spectra from solar minimum in 1997 through Spring 2002. During this period, the intensity of cosmic rays at ~200MeV/nucleon decreased by a factor of ~6, and a slight recovery has been in progress since the beginning of 2001. The collecting power of instruments on ACE allows statistically precise spectra to be calculated every few months for elements from Beryllium to Nickel in the energy range 40 - 500 MeV/nucleon. These data allow us to test the validity of models of the propagation of cosmic rays in the galaxy and their subsequent solar modulation in the heliosphere. We will describe our efforts to fit both the element spectra and the secondary/primary ratios over the entire time period with a galactic cosmic ray propagation model coupled to a solar modulation model that includes the effects of diffusion, convection, and adiabatic energy loss in the heliosphere. The results illustrate the effect of greater adiabatic deceleration of cosmic rays in the heliosphere at solar maximum and may help to constrain allowed values for the rigidity dependence of the interplanetary diffusion coeffecient in solar modulation models. We will also report on comparisons between ACE, IMP8 and ground-based neutron monitor measurements. This work was supported by NASA contract NAG5-6912.
