Recent studies utilizing objective prism techniques indicate that a significant fraction of all QSOs have broad absorption lines in their spectra. There is no doubt that the absorbing clouds are associated with the QSO. The observed level of ionization in the absorbing clouds is very high and this leads to extremely tight constraints on the possible form Lyman continuum energy distribution if the level of ionization in the absorbing clouds is due to photoionization. UV observations with IUE are required so that a measurement of the shape and absolute flux of the Lyman continuum can be made. Absorption details in the continuum are not under study. These measurements will allow us to: (1) test the photoionization theory (which is in doubt), (ii) place constraints on the quantity ner^2 (which is important for deciding if substantial thermal line emission is arising in the broad absorbing clouds)
