Plasmaspheric hiss spectra recorded at heights of 1000-2000 km often display a lower-bound cutoff at frequencies near the proton gyrofrequency. The present paper examines the cutoff frequency as a function of the relative concentration of ions and the direction of the wave normal during wave propagation in an inhomogeneous (plane-stratified) plasma. The dependence of the refractive indices on frequency in the ELF range for a plasma with three ion species is examined.
