We model the long--lived vortex streets on Jupiter as vortex patches embedded in unidirectional ``zonal'' flows and with a finite Rossby deformation radius L_R. In contrast to vortex streets not in zonal flows and with infinite L_R, steady states of this system are linearly and finite--amplitude stable for wide ranges of system parameters. When we weakly break the Hamiltonian structure of the system by adding small amounts of forcing and dissipation, we find that the flows evolve towards a small attracting region of parameter space. This attracting region has an obvious physical interpretation that explains the ubiquity and longevity of vortex streets on Jupiter.
