An overview of the main heavy flavor production results of the H1 and ZEUS Collaborations at the HERA electron-proton collider is presented. Various tagging techniques of the heavy quark are introduced to explore different phase space. Predictions of perturbative QCD tend to agree with the charm production data, whereas the beauty content is underestimated. Charm and beauty fractions of the proton structure function F2 are extracted.
