Based on energy and pitch-angle anisotropy considerations taken together, it is demonstrated theoretically that the equatorial plane of the outer plasmasphere is a favored region for the occurrence of gyroresonance interactions between energetic electrons and whistler-mode radiation. Electrons with energies of the order of tens of keV and anisotropy of at least 0.3 can become unstable to the cyclotron instability at 3 kHz if the cold plasma density exceeds 100 per cu cm. Some experimental results which may be interpreted in this manner are cited.
