Satellite data show that the properties of VLF emissions observed inside and outside the plasmapause are different. The paper considers the nature of ground ELF and VLF emission near the plasmapause. Data was obtained at two ground stations - Sogra and Dolgoshelie - situated near the projection of the plasmapause and which can be inside the projection during disturbance periods since the plasmapause location depends on magnetic activity. It is suggested that the ground 400-Hz hiss can be generated at ionospheric altitudes lower than the cut-off level.
